How about

      <p i18n:translate="">
        Hi, please <a tal:attributes="href view/click_url"
                      i18n:name="click"
                      i18n:translate="">click</a> here!
      </p>

?

That should give you two msgids:

    Hi, please $click here!

and

    click

.
