[ZPT] Proposals Page

I've collected all of the proposals that I can remember seeing fly around
the list into a set of Wiki pages with a single index page:

http://dev.zope.org/Wikis/DevSite/Projects/ZPT/ProposedChanges

The idea is that this is the place you go to see, add to, and comment on
proposed changes to ZPT in the next release.  Once they've been out there
for a while, I'll run a quick poll on them to decide whether they're in,
out, or need more work.
