[ZPT] 'i18n:name' behaves like 'tal:omit-tag'

Hello,

when I write

     <tal:x i18n:translate="">
       Hello
       <a href="/" i18n:name="name">World</a>!
     </tal:x>

the output is

     Hello World!

but I'd expect

     Hello <a href="/">World</a>!

I wonder if this is inconsistent, because when I write

     <tal:x i18n:translate="">
       Hello
       <a href="/" i18n:name="name"
          tal:content="string:World"/>!
     </tal:x>

the output is

     Hello <a href="/">World</a>!

as expected.

(Zope 2.7.2, Python 2.3.4.)

Is this a bug or a feature?

Where can I find a specification for this behaviour?
