[Zip] ANN: Localizer 0.5 released

Hi all,

As promised the Localizer 0.5.0 has been released, the most important
change are the new LocalPropertyManager and LocalContent classes.

This release requires Python 2.x, if you want to use it with previous
versions such as Python 1.5.2 just copy the gettext and locale modules
from a previous release (Localizer 0.3 for example), it should work.
