[Zope] "manage" screens don't appear on local workstation for Win2000

Troy,

manage_main gets me the right thing, but the individual "manage" pages
don't.  I have administrator privileges on the workstation, and I'm running
in the same account that I installed from.

So I don't see why there would be a permissions problem, although that wzs
my first thought.

I didn't say before, but I do have to log in with the user name and password
when I start a Zope session.  It all seems normal until I try to actually
get a management page.
